The court of appeals affirmed a district court judgment. The court held that a county paratransit program was not required under federal law to accommodate an individual passenger’s need to travel by taxi, rather than bus.

Barbara Boose suffered from a balance disorder. She used paratransit services provided by the Tri-County Metropolitan Transportation District of Oregon (TriMet) to get to medical appointments and perform other errands. TriMet’s paratransit system, the LIFT Paratransit Program, provided door-to-door, shared-ride service twenty-two hours a day, seven days a week, in all areas in the TriMet district.
