SACRAMENTO — Gov. Arnold Schwarzenegger called for a broad range of litigation curbs in his annual State of the State address Wednesday, touting the proposals as business-sought job creators.
But Democratic lawmakers quickly denounced the measures — most of which have been introduced and defeated in previous legislation — as dead on arrival.
