Argued November 5, 2009

Before: TATEL and KAVANAUGH, Circuit Judges, and RANDOLPH, Senior Circuit Judge.

Trina Stewart worked for about 20 years as a housekeeping aide at St. Elizabeths*fn1 Hospital in Washington, D.C.
