SACRAMENTO — A bill aimed at forcing more witnesses to report crimes — written in response to the gang rape of a 16-year-old student in Richmond last year — passed an early legislative committee hearing Tuesday.
But the state lawmaker who represents the Richmond area insisted that the bill wasn’t necessary and might actually deter witnesses from stepping forward.
