Snodgrass is the leader and Chhabria the anchor of the government litigation team — the unit that defends municipal programs and ordinances for S.F. City Attorney Dennis Herrera. Together they handled multiple cases that made headlines in 2009 — including defending San Francisco’s universal health care ordinance and battling Philip Morris and Walgreens over the city’s ban of tobacco sales in city pharmacies.
