The Fourth Appellate District affirmed one judgment and, in the unpublished portion of its opinion, affirmed in part and reversed in part another. In the published portion of its opinion, the court held, among other things, that money damages were not an appropriate remedy for violation of an individual’s state constitutional right to petition the government for a redress of grievances.
In 1998, the city council for the City of Santee adopted Ordinance 381, a new mobilehome rent control ordinance. Due to an inadvertent error, however, the council adopted a form of the ordinance different than that which had been circulated among the city’s registered voters.
