SAN FRANCISCO — Daniel Levin, a Bush Justice Department refugee who landed at White & Case in Washington, D.C., got a call in January from Bijal Vakil, head of the firm’s Palo Alto office.

President Obama had just nominated a state court judge, Lucy Koh, for the federal bench in Northern California. Vakil asked Levin to write a letter supporting her. Levin, who knew and liked Koh from their time together as federal prosecutors in Los Angeles, instantly agreed.
