The court of appeals affirmed a judgment of the district court. The court held that members of a federally recognized Indian tribe who were disenrolled by the tribes for failing to prove their lineal descent were not detained by that action and therefore could not petition for writ of habeas corpus under the Indian Civil Rights Act.
The Pechanga Band of the Luiseno Mission Indians (Pechanga tribe) disenrolled Louise Jeffredo and other members (collectively, Jeffredo) for failing to prove their lineal descent as members of the tribe.
