SACRAMENTO — Manatt, Phelps & Phillips has landed Jon Costantino, the Air Resources Board executive who helped shape and enact California’s plan to reduce greenhouse gas emissions to 1990 levels by 2020.

Costantino has joined the firm’s Sacramento office as a senior adviser and will work with the land, environment and energy division as well as the government and regulatory policy division, firm leaders announced Monday.
