The Fifth Appellate District affirmed in part and reversed in part a judgment. The court held that, for purposes of assessing development impact fees, under the Mitigation Fee Act, a city may identify a class of projects which the fees is intended to address, as opposed to specific projects, so long as the city adequately identifies the purpose of the fees and the uses to which they will be put (Levy, J.)

The City of Lemoore and its city council engaged Colgan Consulting Corporation to conduct a development fee impact study and prepare a report. Based on Colgan’s report, the city held hearings on various impact fees and then adopted 13 impact fees for new housing in Lemoore.
