The court of appeals affirmed a judgment of the district court. The court held that a sex offender moving to tribal lands that had elected to implement the Sex Offender Registration and Notification Act nevertheless had to keep his registration current with the state in which the tribal land was located.

Brandon Begay and Ozzy Watchman, convicted sex offenders, initially registered with the State of Arizona pursuant to the federal Sex Offender Registration and Notification Act (SORNA). However, when they moved to a different Arizona address within the territory of the Navajo Nation, they did not update their registration information with Arizona.
