SAN FRANCISCO — Meyers Nave Riback Silver & Wilson, the Oakland-based firm focusing on city, county and public agency law, has announced that David Skinner will be taking over as managing partner in January.

Skinner, leader of the eminent domain group, is the firm’s third managing partner since it opened for business about 25 years ago. He takes over from Jayne Williams, who served two three-year terms. Before that, the firm was run by founding partner Steven Meyers.
