The court of appeals denied a petition for review. The court held that the large quantity of jihadist materials found on a Palestinian immigrant’s computer, together with a terrorism expert’s testimony, supported a finding of removability on the ground that the immigrant was likely to engage in terrorist activity.

Tareq I.J. Abufayad was a Palestinian who obtained an IR-2 immigrant visa to move from Egypt to the United States with the sponsorship of his father. When Abufayad attempted to enter the country at San Francisco International Airport, a Customs and Border Protection agent approached him at random. Abufayad became confrontational, so he was taken to secondary examination and his luggage and laptop computer were inspected.
