It seems like an obvious notion: Every child should have a well-trained, highly qualified teacher in his or her classroom.
But defining just what constitutes a “highly qualified” teacher turned into a four-year battle for Public Advocates attorneys John Affeldt and Tara Kini. Last year the pair finally secured a ruling from the Ninth Circuit U.S. Court of Appeals that the label should not be applied to teachers-in-training.
