The court of appeals granted in part and denied in part a petition for review of an order of the Board of Immigration Appeals and remanded. The court held that evidence of the value and service to the community of work performed by a permanent resident on parole from prison to prevent youths from following in his violent criminal footsteps had to be considered with respect to his eligibility for waiver of inadmissibility.

Eddie Zheng was a lawful permanent resident. When he was sixteen years old, Zheng pleaded guilty in California state court to offenses for which he was imprisoned for nineteen years. While Zheng was in prison, he worked with youth in the outside community to prevent them from following in his violent criminal footsteps. That community work, among other things, led to Zheng’s parole from prison.
