The Fourth Appellate District affirmed a judgment. The court held that where notice was filed concerning a city’s alleged failure properly to implement the city’s housing element and the city council took formal action in response to that notice less than 60 days after it was received, the cause of action pertaining to the alleged failure accrued as of the date of the city council’s response.
