The Sixth Appellate District affirmed a judgment. That court held that the constitutional home-rule doctrine did not relieve a charter city of the obligation to implement the Firefighters Procedural Bill of Rights Act.

The International Association of Firefighters Local Union 230 represented firefighters employed by the City of San Jose. The union requested that the city meet and confer over implementation of new procedures for administrative appeals of firefighter discipline provided for in the Firefighters Procedural Bill of Rights Act (FFBOR), Gov’t Code §§3250-3262. The city refused to meet and confer, asserting that as a charter city, it was not obligated to implement the FFBOR.
