Dean Martin was employed by the municipal water district for the City of Chino as executive manager of finance and administration. After several years on the job, Martin learned that a female employee of the agency had filed a racial discrimination complaint against the executive assistant of chief executive officer Richard Atwater. The employee, like Martin, was African American, and she worked in a department headed by one of Martin’s workers.
