Attacking Pacific Gas & Electric Co. has long been a favorite pastime in San Francisco. City Attorney Dennis Herrera is taking that a step further with a planned federal lawsuit against the state and federal regulators whose failures, his office contends, contributed to the utility’s fatal pipeline blast in San Bruno last year.

The city attorney’s office and observers say this will be the first suit of its kind against the California Public Utilities Commission and the U.S. Department of Transportation, and some see it as a political stunt. But if the city is successful, the CPUC could be forced by a judge to rewrite the book on how it monitors utilities giants.
