SACRAMENTO — The promised benefits of trial court realignment have never materialized, in part because the state has failed to secure enough oversight of the courts, the Legislative Analyst’s Office concluded in an analysis released Wednesday.

In a report that’s sure to irritate a range of judicial factions, the nonpartisan LAO recommends giving the Judicial Council, and not trial court leaders, authority to set job classifications and to negotiate contracts with court employees. The Legislature should also do more to scrutinize local courts’ performances, the LAO said. And the state needs to ensure that the Administrative Office of the Courts and trial courts are divvying up duties more efficiently, the report concludes.
