The court of appeals reversed one judgment of the district court and affirmed in part and reversed in part a second judgment. The court held that police officers who used a Taser to subdue suspects were entitled to qualified immunity because the law of excessive force under the Fourth Amendment was not sufficiently clear at the time of the incidents to render the violations clearly established.

Jayzel Mattos and her husband, Troy, and Malaika Brooks sued in separate cases under 42 U.S.C. §1983 for violation of the Fourth Amendment rights of each woman due to police officers’ alleged use of excessive force in using a Taser to subdue them.
