The Port began as a series of wharves constructed after Oakland’s incorporation in 1852 and has expanded ever since. It became officially designated the Port of Oakland in the 1920s and began operating Oakland International Airport at its founding in 1927. In 2002 the Port completed the creation of an intermodal rail facility that pulled business from other congested California ports and in 2009 wrapped up a $432 million dredging project to accommodate larger ships. The Port’s annual budget is $296.6 million and it employs a workforce of 465.

David Alexander has served as the Port’s chief legal officer since 1996. He reports to the Port’s board and handles all contracts, litigation, administrative proceedings, environmental matters and all other matters affecting the Port’s interests.
