SAN FRANCISCO — Immigration lawyers toil away in administrative proceedings without the benefit of discovery, forced to rely on the Freedom of Information Act to obtain crucial records.

One of those lawyers, irritated by decades of what he saw as the government “running roughshod” over clients by holding onto those records for months or worse, recently won a ruling that should make life easier for lawyers and immigrants across the country.
