SALINAS — The Sixth District Court of Appeal hears cases rising out of the cradle of California’s high-tech industry as well as counties containing some of the state’s richest farmland. Since the court’s creation nearly 30 years ago, governors have made a point of balancing city slickers from Santa Clara County with judges from more pastoral places.

“From the beginning, when the Sixth District was created, there was somebody from Santa Cruz and Monterey,” said Christopher Cottle, a former presiding judge of the court who’s now a neutral with ADR Services Inc.
