The court of appeals reversed a judgment of the district court and remanded. The court held that the federal district court had subject-matter jurisdiction to decide whether drivers for a California common-carrier, passenger-stage corporation were employees or independent contractors under state law.

In California, SuperShuttle licensed its operations to subsidiary city licensees that held passenger-stage-corporation (PSC) certificates issued by the state Public Utilities Commission (PUC). SuperShuttle city licensees hired drivers as independent-contractor franchisees or allowed their franchisees to hire additional drivers.
