SAN FRANCISCO — Not all patent portfolios are selling for record-breaking prices these days.

Even an attractive female auctioneer in a tight black dress and high heels couldn’t generate much bidding at the ICAP Ocean Tomo patent auction Thursday at the San Francisco Ritz-Carlton. British ICAP Senior Vice President John Pryor’s plummy accent didn’t do the trick either.
