When it comes to approving developments, San Francisco has had a reputation for being meticulous.

You wouldn’t know it looking at the recent court docket. Last year, the number of lawsuits against the city — essentially saying the city didn’t do an adequate environmental review before approving a project under the California Environmental Quality Act — spiked to 11. That’s up from three or four in more typical years, according to the S.F. city attorney’s office.
