SACRAMENTO — Does being a bad manager mean you’re also a bad judge?

Yes, says an unusual candidate who recently announced his intent to unseat Los Angeles County Superior Court Judge James Otto, the supervising judge of the Long Beach courthouse. Kenneth Hughey, a 79-year-old Long Beach criminal defense attorney, said he was spurred to run by Otto’s decision to reassign Superior Court Judge John Lord.
