The Fourth Appellate District reversed an order vacating a judgment entered on a sister state judgment and remanded. The court held that the National Bank Act preempts the Iowa long-arm statute’s requirement that a national bank obtain a certificate of authority to transact business in Iowa for the limited purpose of utilizing substitute service of process on the Iowa secretary of state.
