The court of appeals affirmed a district court judgment. The court held that the Medical Device Amendments to the Food, Drug and Cosmetic Act expressly and impliedly preempted plaintiffs’ state-law product liability damage claims premised on an implanted medical device. The court held further that the Medical Device Amendments expressly preempt state-law injury claims against medical device manufacturers that would render obligatory an otherwise optional federal requirement.
