The court of appeals reversed a district court judgment in part, affirmed in part, and remanded the action with instructions to dismiss. The court held that the Veteranss Judicial Review Act precludes federal court jurisdiction where a veterans benefits claim requires the district court to review Veterans Administration decisions that relate to benefits decisions, including any decisions made by the Secretary of Veterans Affairs in the course of making benefits determinations.
