The Civil Service Reform Act of 1978 (CSRA) established a comprehensive system for reviewing personnel action taken against federal employees, United States v. Fausto, 484 U. S. 439, 455, including removals, 5 U. S. C. §7512. A qualifying employee has the right to a hearing before the Merit Systems Protection Board (MSPB), §§7513(d), 7701(a)(1)(2), which is authorized to order reinstatement, backpay, and attorneys fees, §§1204(a)(2), 7701(g). An employee who is dissatisfied with the MSPBs decision is entitled to judicial review in the Federal Circuit. §§7703(a)(1), (b)(1).
