The Third Appellate District affirmed a judgment as modified. The court held that the area surrounding a municipal library was a public forum for purposes of reviewing the constitutionality of the city’s free speech restrictions on leafleting on the library’s outdoor grounds. The court held further that the trial court did not abuse its discretion in preliminarily enjoining the bulk of the city’s time, place, and manner restrictions challenged by leafleting groups.
