SAN FRANCISCO — Ninth Circuit Judge Raymond Fisher is taking senior status, creating the first viable vacancy on the 28-member court since President Obama’s re-election.

Fisher, 73, is a 1999 Clinton appointee who brought an unflappable demeanor to the bench and occupied ground slightly left of the court’s center. “Ray Fisher is in the mold of many Clinton appointees, and Obama appointees, for that matter,” said UC-Hastings law professor Rory Little. “He’s a pragmatic liberal, not a ’60s liberal, if you will.”
