The court of appeals granted a petition for review of a decision of the Board of Immigration Appeals in part, denied it in part, and remanded the action for further proceedings. The court held that the Board failed to adequately explain its reasons for designating an alien’s prior conviction a particularly serious crime that rendered him ineligible for withholding of removal.
