The court of appeals denied a petition for review of an order of the Environmental Protection Agency Environmental Appeals Board. The court held that the agency reasonably interpreted conflicting and ambiguous provisions of the Clean Air Act with respect to offshore sources of pollution on the Outer Continental Shelf so as to mandate the application of the best available control technology to pollutants emitted by an anchored drilling vessel and physically attached support vessels only.
