SAN FRANCISCO — The governing body of the California State Bar voted to modify its open meetings rules on Thursday, adopting changes it says will provide greater public access to its internal decision-making.

Beginning in 2014, board members will no longer cast secret ballots when electing officers. And bar committees will no longer be able to meet in closed session to receive advice of counsel. Finally, board members won’t be allowed to attend closed meetings of committees they aren’t assigned to.
