SACRAMENTO – The fledgling campaign to un-cap California’s medical malpractice damages came to the capital on Thursday where it was greeted not so much by political panic as puzzlement.

At an event featuring families with horrific accounts of medical negligence, advocacy group Consumer Watchdog and tech executive Bob Pack promised that if the Legislature doesn’t amend the Medical Injury Compensation Reform Act this year, they and their allies will take the issue to voters in 2014.
