SACRAMENTO — Governor Jerry Brown on Tuesday cannon-balled into the debate over Proposition 65, proposing a package of changes to California’s toxics warning law that go far beyond the contents of a consensus bill now moving through the Legislature.

The proposal, announced by Environmental Protection Agency Secretary Matthew Rodriquez, would limit attorney fees and require plaintiffs counsel to disclose what they’ve collected over the past five years for enforcement actions involving the same chemical.
