SAN FRANCISCO — The U.S. Court of Appeals for the Ninth Circuit issued a ringing endorsement of abortion rights Tuesday, striking down an Arizona law that made it nearly impossible to terminate a pregnancy after the 20th week of gestation.

Since deciding Roe v. Wade 40 years ago, the Supreme Court "has been unalterably clear regarding one basic point" in its abortion jurisprudence, wrote Judge Marsha Berzon: "A woman has a constitutional right to choose to terminate her pregnancy before the fetus is viable. A prohibition on the exercise of that right is per se unconstitutional."
