The court of appeals affirmed in part and reversed in part a district court judgment and remanded the action for further proceedings. The court held that the Bureau of Land Management reasonably interpreted a Presidential Proclamation establishing the Upper Missouri River Breaks National Monument to not require programmatic changes to grazing management policies in an associated resource plan. The court held further that a site-specific environmental assessment for the Woodhawk Allotment violated the National Environmental Policy Act by not considering a reasonable range of alternatives that included a no- or reduced-grazing option.
