SACRAMENTO — State legislation usually takes one of two approaches. It attempts to regulate someone, something or some behavior. Or it tries to incentivize some action, often by providing money. It's the trite carrot-or-stick choice.

But Assemblyman Al Muratsuchi, D-Torrance, may have found a third way. His AB 370 may effectively shame website operators into complying with users' do-not-track requests.
