PALO ALTO — The same week the U.S. Patent and Trademark Office acknowledged it had put a pin in its hunt for a permanent home for its Silicon Valley branch, the local office lost its first administrative patent judge.

Neil Smith, a patent litigator for four decades, was the first judicial appointee to the newly established Patent Trial and Appeal Board for Silicon Valley, a role that grew out of the 2011 America Invents Act. When Smith was tapped for the post in December 2012, it was with the understanding that the Valley's permanent office would likely be in Santa Clara County — not in Menlo Park, which currently houses the operation.
