SAN FRANCISCO — The California Air Resources Board did a lot of things wrong when it set out new carbon standards for California's motor fuels.

Faced with tight deadlines established by AB 32, the state's greenhouse gas law, the board approved its Low Carbon Fuel Standards before completing environmental review, and failed to disclose emails from technical consultants that would have informed the public debate over alternative fuels, the Fifth District Court of Appeal ruled Monday.
