SACRAMENTO – It's a political war nearly 40 years in the making.

After months of trying unsuccessfully to engage the Legislature on the issue, Santa Monica-based Consumer Watchdog and tech executive Bob Pack late last month filed a ballot initiative that would, among other things, raise California's $250,000 cap on noneconomic damages in medical malpractice cases.
