SAN FRANCISCO — In an unusual, partially sealed opinion, the U.S. Court of Appeals for the Ninth Circuit on Friday ordered a new trial for an Oregon man convicted of aiding a charity with terrorist ties because prosecutors withheld "significant impeachment evidence" and law enforcement exceeded the "explicit limitations" of a warrant.
