SAN FRANCISCO — Pointing to Washington’s inaction on immigration reform and seeking to portray California as decisive in contrast, Governor Jerry Brown on Saturday signed several bills that expand legal protections for undocumented immigrants, including one that would let them practice law in the state.

The bill, which is aimed at helping would-be lawyer Sergio Garcia win his case at the state Supreme Court, authorizes the court to admit applicants “not lawfully present in the United States” provided that they have successfully fulfilled the Bar’s other requirements.
