SAN FRANCISCO — After winning legitimacy in September from the California Public Utilities Commission, one ridesharing company is contesting the state regulator’s power to police it in the first place.
In an appeal filed Wednesday, Uber Technologies Inc., which runs the rideshare service uberX, contends it is a technology company, not a car hire service subject to the agency’s oversight.
