SACRAMENTO — Two shadowy political nonprofits will pay a record $1 million to settle charges they failed to disclose the true source of $11 million poured into the 2012 state election, the Fair Political Practices Commission announced Thursday.

The FPPC will also seek disgorgement of more than $15 million in so-called dark money contributions made to two political committees, an action that seems destined for litigation.
