SACRAMENTO — Often stymied in their attempts to push broad privacy bills through the Legislature, consumer groups have turned to another government entity for help: the California Public Utilities Commission.

The Consumer Federation of California, Privacy Rights Clearinghouse and The Utility Reform Network are awaiting word on the fate of their petition to the state’s utilities regulator to beef up cellphone privacy regulations. They haven’t demanded any specific changes, but they’ve certainly got the telcos’ attention. And the consumer advocates may have reason for optimism.
